Digital tools for neighborhood renewal

Make everyday city services easier without losing the human touch.

Chen Li-Shin · Taipei City Electoral District 5 (Zhongzheng and Wanhua) · Independent

WhyThe challenge

Bangka is where Taipei began, yet many of the systems residents rely on still feel a generation behind. Reporting a problem, finding parking, or completing a routine application too often means waiting, making another trip, or hoping you have found the right person.

Older residents need services that work without a manual, not another cold screen placed between them and help. Technology should remove repetitive work and give ward staff and volunteers more time for people who need face-to-face support.

ProposalsWhat I will do
01

Digital service pilots at ward level

Work with ward offices to simplify common applications and problem reports. Staff and volunteers would remain available to assist residents, so greater convenience never comes at the cost of access.

02

Open parking and foot-traffic data

Ask the city to publish useful local data so market planning, vendor support, and traffic improvements are based on evidence rather than guesswork.

03

AI answers backed by real people

Offer immediate answers to common service questions, while routing complex or sensitive cases to a person. Automation should shorten the queue, not become a dead end.

04

A public map of underused spaces

Map vacant storefronts and public properties in Zhongzheng and Wanhua, then connect suitable spaces with young businesses, social-service groups, and cultural organizations.

RoadmapHow we get there
First

Make the data visible

Use council questioning and budget review to open priority datasets and identify wards ready for a digital-service pilot.

Next

Prove what works

Run pilots in two or three wards, publish the results, fix what does not work, and build a model others can adopt.

Long term

A model for Taipei’s older districts

Scale the practices that residents find useful across the constituency and offer a practical model for digital government in historic neighborhoods.

Help more neighbors meet Li-Shin

Think of three people who live in Zhongzheng or Wanhua. A personal introduction is the most valuable support an independent candidate can receive.
